FREDDY’S LAW H5046

In memory of Freddy Espinal, whose vibrant spirit continues to inspire a movement of protection, Freddy’s Law H5046 represents a vital promise to every family in the Commonwealth. This legislation is a proactive shield for our student-athletes, mandating that every high schooler undergo an electrocardiogram (ECG/EKG) screening before stepping onto the field or the mat. While standard physicals often miss silent heart defects, an ECG can identify electrical abnormalities or structural issues that might otherwise remain hidden until a crisis occurs.

By requiring insurance providers to cover these screenings starting in the 2026-2027 school year, the bill ensures that financial barriers never stand in the way of safety. We are heartened to share that as of February 5, 2026, the bill has advanced to a new stage as House Bill 5046, having been reported favorably by the Committee on Financial Services. This progress brings us one step closer to turning a devastating tragedy into a lasting legacy.   • ​Continue to say his name: Keep Freddy Espinal’s memory alive. By sharing his story, we remind lawmakers and the community that every child is worth the extra ten minutes it takes for a screening.

  • ​Get your heart screened: Don’t wait for the law to take effect. If you have a child in sports, talk to your pediatrician or a cardiac specialist about getting an ECG now. Knowledge is the ultimate protection.

  • ​Spread awareness: Educate others on the reality of Sudden Cardiac Arrest (SCA). It is often the first symptom of an underlying heart condition. Teach your coaches, schools, and neighbors about the life-saving importance of EKGs for every child.

  • ​Contact the Committee: Reach out to the Joint Committee on Health Care Financing and urge them to support House Bill 5046. Let them know that cardiac health is a right, not a privilege.

LEGISLATIVE MILESTONES

  • The Initial Push (October 2024): Following Freddy’s passing, the community rallied to draft H.4622, centering on the simple truth that a 10-minute test could save a life.

  • ​The Public Hearing (November 18, 2025): A defining moment for the bill. Supporters gathered both in-person at the State House (Room A-2) and virtually to testify before the Joint Committee. Despite multiple scheduling updates that morning to accommodate the overwhelming interest, the hearing successfully provided the platform needed to move the bill forward.

  • ​The New Draft (February 5, 2026): After careful review of the financial and insurance requirements, the Committee on Financial Services reported the bill favorably, officially transitioning it to its current designation: H.5046.
